Bogotá won the Bloomberg Philanthropies Global Mayors Challenge with the District Care System (Sidicu) strategy with which the current mayor's office seeks to recognize, redistribute and reduce the burden of care work that women have historically had in According to figures from the District Secretariat for Women, 1.2 million women, 30 percent of those who live in the city, have domestic and care work as their main job, to which they spend 10 hours a day, in average – but they are not paid a single peso for that.

This, as the entity explains, has led women to give up their life projects: study, work or even enjoy free time. Understanding the implications of this imposed burden, the Women's Secretariat formulated the Sidicu that, finally, materialized in October 2020 with the launch of the first Apple of Care in the Manitas SuperCade, in Ciudad Bolívar. “We are excited about the idea of ​​Bogotá. We believe that it is a revolutionary project addressed to an increasingly urgent issue around the needs of carers. The holistic approach caught our attention. It's not just about skills or training, but it recognizes the importance of cultural change and the impact of those with the greatest burdens of care, and works to address that gap. We have seen innovative ideas that relate to care, but we have never seen something as specific as what Bogotá is proposing. I think it is more ambitious than anything we have heard throughout our work,” Andrea Coleman, co-director of Government Innovation at Bloomberg Philanthropies, told EL TIEMPO. Coleman also stressed that it was key for Bloomberg to see that the system already worked in Bogotá: "Something that has been exciting working with Bogotá and in general with all the cities that were part of the challenge is the openness and willingness to improve and test their ideas with residents, to test very quickly how things worked. I think that That's a great thing to do with the city through implementation, continuing to test each component of the project in communities because you learn a lot from having people involved in the project."

Although the Challenge had already been held, it had worked through regional calls: the United States (2013 and 2014), Europe (2014) and Latin America (2016). But, in 2021, the contest was held, for the first time, on a global scale. “Cities were meeting this pandemic challenge with such creativity and hard work that we realized it would be important to launch a global Mayor's Challenge competition that would provide an opportunity to highlight the most innovative ideas,” said Coleman.
