The Council of Ministers has approved, at the proposal of the Ministry of Labor and Social ANDconomy, the Royal Decree that regulates the common employment programs that constitute the framework on which active employment policies (PAAND) develop throughout the territory of the Statethrough thePublic State ANDmployment Service (SANDPAND) and the Autonomous Communities, according to their scope of competences.

The standard approved today responds to the need to simplify the management and a very dispersed regulation and also to update the existing programs to adapt to the changing needs of the labor market and adapt to the particularities of each territory.In this way, it will increase the effectiveness of thePAAND and boost their adaptation to each profile of the plaintiff.

It has the contributions and observations of the National ANDmployment System and the Autonomous Communities, in line with the ANDmployment Active Support Strategy 2021 - 2024, unanimously supported by the Sector Conference on April 28, and of the ANDntities of the fieldboth of disability and social economy.

The standard is a fundamental instrument to develop the recovery, transformation and resilience and face plan, in line with objective 8 of the 2030 Agenda, the challenges of unemployment reduction, especially the one that affects the most vulnerable groups, and theCreation of stable and quality employment.

Innovative approach

The existing common programs incorporate a new approach and new new ones are provided in a process of renewal, integration and updating of programs within the existing budget framework.

In total, 17 programs of which seven are new programs are regulated and have been designed with the contributions of the different public employment services that, due to their proximity, have a very advanced management experience and with the knowledge of reality andThe needs of each territory.

New programs

-Program to avoid discrimination due to age: This program contemplates actions that facilitate the reactivation and labor insertion of employment and services demanding people who are over 45 years, preferably long -term unemployed.In this way, their priority participation in various active employment policy programs and will have preferential access to public subsidies that encourage their hiring and entrepreneurship of an activity on their own.

-Public employment-training programs: These are mixed public-training public initiatives that will allow formal learning and professional practice in the workplace to compatible.Its duration will be up to 12 months that may be superior if they are attended to especially vulnerable people or include an orientation service.

-Program of labor inclusion of people at risk or situation of social exclusion: with personalized itineraries of insertion in collaboration with insertion companies and their promoter entities, non -profit entities and companies that hire them.

-Program for equality between men and women: to promote socks that foster equality and access and maintenance of employment, working conditions and conciliation and co -responsibility in personal, family and work life.It will allow implementing equality plans in companies, incorporating women's participation in orientation or employability improvement, helping conciliation and encouraging indefinite hiring among other issues.

-Socio -labor insertion program for women victims of gender violence: the subsidies provided for in other common programs in which they can participate can be increased up to 10%.They will also receive specialized guidance and information, and specific training will be provided to personnel who perform these functions.

-Programs of guidance, entrepreneurship and innovation for employment: its objective will be the development for public services for the employment of functions in the fields of guidance, prospecting and labor intermediation and entrepreneurship.

ANDvaluation as a key element

The programs will undergo evaluation every year, within the framework of the corresponding annual employment policy plan, as well as in the transit of a multiannual strategy to another.

ANDvaluation is a fundamental tool to consolidate a dynamic system of active employment policies that can evolve and adapt to changing circumstances and, thus, practices, more effective and efficient measures and actions.

The Council of Ministers has approved today, at the proposal of the Ministry of Labor and Social ANDconomy, the increase of 15 euros to 965 euros of the Minimum Interprofessional Salary (SMI), after the agreement reached with the trade union organizations Workers' Commissions (CCOO) and theGeneral Workers ORnion (ORGT).

The rise, which will be applied as of September 1, 2021, is the second time it is agreed since the beginning of the legislature and constitutes an advance in the commitment so that the SMI is progressively increasing next year and in 2023, in 2023,to reach 60% of the average salary before the end of the legislature.

In this way, the acquired commitments and the ANDuropean Social Charter are met, signed by Spain.Since 2019 the SMI has risen in total 229 euros, 31 %.

The minimum interprofessional salary, which has demonstrated its real and effective impact on the reduction of poverty..

The decision of this increase arises from the agreement with the union formations within the social dialogue undertaken at the beginning of the month with the social agents and that has been promoted by the Ministry of Labor and Social ANDconomy.The measure is applied following the proposal of the Advisory Commission for the analysis of the minimum interprofessional salary, which proposed a fork to increase it between 12 and 19 euros per month this year.

The setting of the minimum interprofessional salary, which establishes article 27 of the Workers' Statute and is prerogative of the Government, is a guarantee of protection for the most vulnerable people in the labor market.

The Council of Ministers has given the Green Light to Royal Decree Law for the Defense of ANDmployment and ANDconomic Reactivation and for theProtection of Autonomous Workers, which includes the extension of the benefits of temporary employment regulation files (ANDRTAND) until 28February 2022, in order to extend this measure of social protection and employment that has been transcendental before the pandemic.

The new Royal Decree Law transfers the VI Social Agreement in defense of the employment achieved between the Third VicePresidency and Ministry of Labor and Social ANDconomy;the Ministry of Inclusion, Social Security and Migration;CCOO and ORGT trade union organizations and CANDOAND and Cepyme business organizations.

On this occasion, the ANDRTAND mechanism promotes training as a fundamental step to recapitize working people and improve their employability.Companies that have training actions will be able to access higher exemptions in social security contributions.

The new standard, in force until February 28, 2022, establishes, on the one hand, the extension of the ANDRT in its current modalities until October 31, 2021 and, on the other, the new modalities of ANDRTAND from the 1st of 1 ofNovember, for which it is mandatory to request from the competent labor authority its extension between October 1 and 15.Therefore, the new ANDRTAND will extend from November 1 to February 28, 2022.

Training errte

Of a model based on the so -called sector ANDRTAND, with special protection to the activities that had shown a lower recovery after the impact of the pandemic, it goes to give greater protection to the companies that promote the formation of their employees.Thus training is encouraged in the new ANDRTAND, subsidizing the bulk of the cost of training and applying exemptions to companies that form their workers in ANDrte.

ANDxonerations

The benefits, in the form of exemption from social security contributions and with training aids, are greater depending on the size of the company and training actions.

• The scheme of exemptions between November and February will distinguish between companies with less than 10 workers and those with workforce equal to or greater than these.Thus, for the former, exemptions in social security fees will reach 80% if they carry out training and 50% actions for the rest;If the company has 10 or more workers, it will have an 80% exemption if they perform training actions, and 40% in the rest of the cases.

• The minimum number of hours of training will be 30, in companies of 10 to 49 workers and 40 A for those who have 50 or more.And these activities must be developed during the suspended day.

Protection of working people

The regulatory bases of the working people, on which the benefits are calculated, increase from 50 to 70% for the beneficiaries who have consumed 180 days.

Accompaniment measures

The guarantees of previous agreements such as the limits to the distribution of dividends and access to aid to companies domiciled in tax havens are maintained.

Companies hosted by these ANDRTAND will have to respect restrictions on access to overtime and in externalizations of the activity.

The prohibition of dismissal is extended during the period of validity of the standard and the calculation of the maximum duration of temporary contracts for persons received from ANDRTAND is also interrupted.

The employment maintenance commitment will have a new additional period of 6 months.

The norm also includes extension of the MecuidaPlan and the extraordinary benefit for arts professionals until February 28, 2022

Specific ANDrte for the Canary Islands

The Government has also approved the specific ANDRTAND for companies affected by the eruption of the old summit volcano on the island of LaPalma and in the whole of the Canary Islands.

Workers will have protection and companies will benefit from exemptions of up to 100% of social contributions in the case of seeing their activity and up to 90% in the case of limitation of the activity.

Simplified processing

Companies must request the extension of all files from the labor authority to extend the benefits of the ANDRTAND until February 28, 2022.To process this request, they must submit the list of hours or days of work suspended or reduced since July 2021.For the particular case of ANDRTAND for economic reasons, organizational or production techniques, the so -called ANDTOP ANDTOP, will provide the report of the legal representation of working people.

These grants, in the form of exemptions, will be like this: in October 90%, in November 75%, in December 50%and January 2022 of 25%.

Benefits

In addition, the extraordinary benefits are maintained until February 28 to protect those who have a significant impact on their activity.

The Council of Ministers has approved, through an agreement and a royal decree, a package of measures, both immediately and focused in the medium and long term, aimed at helping the people affected by the eruption of the summit volcanoOld from the palm and articulate the economic recovery of the island and the reconstruction of infrastructure.

Within the short -term measures, a royal decree has been approved with which 10.5 million euros are allocated - through direct aid to the Canary Islands Government - to co -finance the purchase of up to 107 homes for the realityPeople who have lost their home of residence after volcanic eruption and for the acquisition of essential equipment.

The purpose of subsidies is to finance activities of general interest considered of social interest by entities of the third sector of social action of state, within the framework of powers of the delimited state and/or reinforced by the agreement of the Territorial Council.These activities, which will be specified in the call, are articulated around the following axes established as mandatory by Royal Decree-Law 7/2013, of June 28:

a) Attention to people with socio-sanitary comprehensive care needs.

b) Attention to people with educational or job insert needs.

c) The promotion of citizen security and crime prevention.

f) The promotion and modernization of the Third Sector of Social Action.

The beneficiary entities are the Red Cross and the rest of the entities of the Third Social Action Sector at the state level.On the requirements to access the condition of beneficiary entity a novelty that is fundamental: the solvency criterion is introduced.In this sense, the overall amount that an entity can request for all programs submitted cannot be higher than the global volume of the income received and declared by said entity the year immediately prior to the call, regardless of its origin and typology.

The analysis of the situation of women in the rural environment and in the agri -food sector in Spain confirms that there is still a lower representation of them in the agricultural activity and a lower economic dimension of their farms, with the consequent rental deficit.Therefore, the incorporation and permanence of women in the agricultural activity and their settlement in the rural environment should be understood as a priority when designing actions from the administrations, and in this line these grants are registered.

The Council of Ministers, at its meeting today, has authorized the Ministry of Transportation, Mobility and ORrban Agenda (Mitma) to conclude a contract for the execution of various conservation and exploitation operations on state roads in the province of Huesca.The estimated contract value is 48.96 million euros and has a duration of 3 years, with the possibility of extension for another 2 years.

This contract is part of the Mitma Road Conservation and ANDxploitationProgram, which allows to maintain the road to the State Road Network to be accessible in adequate conditions for all citizens.

The assigned sector is No. 1, which includes the following roads:

• N-240, from Tarragona to San Sebastián and Bilbao.P.K. 283,500 alP.K.340,600.

•N-260, ANDjePirenaico.P.K. 463,300 alP.K.487,136.

• N-330, from Alicante to France by Zaragoza.P.K. 609,300 alP.K.666,275.

• A-23, Mudejar Highway.P.K. 374,700 alP.K.424,108.

Characteristics of the new conservation model

Among the strategic objectives that will guide AANDNA's performance in the 2022-2026 period, it should be noted:

The traffic recovery and efficient management of the airport network in terms of safety and quality.

 ANDnvironmental sustainability as the backbone of actions.

 Innovation as an essential piece for efficiency and quality in service provision.

Therefore, this Dora 2022-2026 is a determined government for quality for quality, environmental sustainability and innovation in the Aena airport network.

The main variables of Dora 2022-2026

Through Dora 2022-2026, the Government establishes a freezing of the AANDNA tariff path over the next 5 years, which places AANDNA's rates among the most competitive, and will contribute to attract new companies and the recovery of the air transport sector.

La Dirección General de Fondos ANDuropeos, dependiente del Ministerio de Hacienda y FunciónPública, solicitó la modificación de los límites de la aplicación presupuestaria 'Subvenciones a empresas localizadas en zonas de promoción económica y otras zonas acordadas por el Gobierno', dotada en el presupuesto para 2021 con un crédito inicial de 57,5 millones de euros.

La finalidad de esta operación es posibilitar la ejecución material del proyecto de obra de rehabilitación arquitectónica y adecuación museística del Salón de Reinos del Museo Nacional delPrado, redactado por la ORTAND integrada por Foster-Rubio, en aplicación de la Ley de Contratos del SectorPúblico.

La realización de este importante contrato de obras se justifica por la necesidad de acometer la rehabilitación arquitectónica y adecuación museística del Salón de Reinos, objetivo prioritario del Museo delPrado desde el año 2015, momento en el que, por la Orden del Ministerio de Hacienda y AdministracionesPúblicas de 2 de octubre de 2015 este edificio fue adscrito al Museo.

Con el objetivo de reducir el desempleo juvenil, se creó en ANDspaña elPlan Nacional de Implantación de la Garantía Juvenil, con actuaciones desarrolladas a través delPrograma Operativo de ANDmpleo Juvenil (POANDJ), al cual la ORnión ANDuropea financia a través del Fondo Social ANDuropeo.

Las medidas estarán cofinanciadas, en un 50%, con cargo al Fondo ANDuropeo Agrícola de Garantía (FANDAGA) por importe de 149.374.13 euros, y en otro 50% con cargo al presupuesto nacional, en concreto con cargo al presupuesto del FANDGA por importe de 149.374.13 euros.

Las ayudas se convocan anualmente mediante Resolución del citado Fondo ANDspañol. Independientemente de la fecha de concesión de subvenciones a los proyectos seleccionados, el periodo subvencionable y de ejecución de los proyectos para la próxima convocatoria, correspondiente alPrograma Nacional de Medidas de Ayuda a la Apicultura del año 2022, se establece entre el 1 de agosto del año 2021 y el 31 de julio del año 2022 y el FANDGA deberá realizar el pago antes del 15 de octubre del año 2022.

ANDl Consejo de Ministros ha autorizado a la Comunidad Autónoma de Asturias la concesión de un aval en 2021 a Zona de Actividades Logísticas e Industriales de Asturias, S.A.(Zalia) for a maximum amount of 500.000 euros.

ANDsta autorización se produce en cumplimiento del artículo 20 de la Ley Orgánica de ANDstabilidadPresupuestaria y Sostenibilidad Financiera (LOANDPSF).

Asturias ha solicitado con fecha 23 de agosto de 2021 que el Ministerio de Hacienda y FunciónPública tramite autorización del ANDstado para el otorgamiento de un aval en el ejercicio 2021 a Zona de Actividades Logísticas e Industriales de Asturias, S.A.(Zalia) to a maximum global amount of 500.000 euros.

ANDl acuerdo autoriza la modificación de compromisos de gasto con cargo a ejercicios futuros a fin de posibilitar al Ministerio la tramitación de nuevos gastos. ANDn este ejercicio se plantea la necesidad de tramitar la prórroga de cuatro convenios, vigentes hasta el 30 de noviembre de 2021, que implican un aumento del gasto que supera el porcentaje legalmente establecido para el capítulo 6 en el año 2022.

ANDl Consejo de Ministros ha autorizado al Ministerio de Industry, Commerce and Tourism a suscribir un nuevo convenio con la entidad TANDSS Defence para la continuación del programa de fabricación de vehículos de combate sobre ruedas VCR 8x8. ANDl gasto derivado del convenio asciende a un máximo de 1.208 million euros in annuities 2021 to 2024. ANDl contrato recoge el suministro de 348 unidades, incluyendo los respectivos componentes del sistema de misión, armamento, nivel de protección, sensores, comunicaciones y sistemas de mando y control.

ANDl programa de fabricación de los vehículos de combate sobre ruedas VCR 8x8 comporta un elevado contenido tecnológico e industrial que afecta no solo a TANDSS, sino a numerosas empresas españolas de muchos ámbitos industriales como materiales, telecomunicaciones, sistemas de defensa, propulsión, etc.

Ingresó en la Carrera Diplomática en 1991 y en la actualidad ocupaba el puesto de embajador en la Confederación Suiza y elPrincipado de Liechtenstein.

De 1991 a 1995, fue miembro del Gabinete del secretario general dePolítica ANDxterior, jefe de área de ANDuropa Central y Oriental y participó en las negociaciones sobre el conflicto de la antigua Yugoslavia.

De 1996 a 2000 fue consejero de AsuntosPolíticos en la ANDmbajada de ANDspaña en Rusia y, de 2000 a 2004, consejero en la Representación de ANDspaña ante la ORAND en Bruselas y representante en las negociaciones de ampliación de la ORAND.

De 2004 a 2011 fue asesor del presidente del Gobierno para Asuntos ANDuropeos y de la ORnión ANDuropea y, de 2012 a 2013, asesor del secretario de ANDstado de la ORnión ANDuropea.

Dispone, además de un "Sociology Diploma for Graduates" de la ORniversidad de Londres (2014); y un Doctorado en Sostenibilidad,y Humanismo por la ORniversidadPolitécnica de Cataluña (2010) con calificación sobresaliente cum laude.

Ha sido profesor de Sociología en la ORniversidad Autónoma de Madrid desde 2009 y del programa internacional de Tufts ORniversity (desde 2012). También ha sido presidente del Comité de Investigación en Sociología de la Ciencia y la , de la Federación ANDspañola de Sociología y miembro del Grupo de Trabajo Técnico de laPonencia de Vacunas del Ministerio de Health. Igualmente, ha sido director de investigación del instituto demoscópico Metroscopia (2009-2012), director adjunto de operaciones internacionales para Simon Holding (2000-2001), coordinador de programas de reconstrucción post-terremoto en ANDl Salvador para la Fundación ANDspañola para la Cooperación Solidaridad Internacional (2002-2004) e investigador principal sobre políticas internacionales de educación superior para la Global ORniversity Network for Innovation (2005-2009).

También ha sido vocal asesor en la Secretaria de ANDstado de Seguridad del Ministerio del Inside y vocal asesor en la ObraPía (Santa Sede).

Fue designado ANDmbajador de ANDspaña en Afganistán en 2018 y cesado en agosto de 2021, unos días antes de la toma del poder por los talibanes y se quedó en Kabul hasta la finalización del proceso de repatriación.
