The Public Service Commission, West Bengal (WBPSC), has invited online applications for 266 English Stenographer (Basic Grade) posts in Schedule A and Schedule B, as per Advertisement No. 04/2025 dated 16 October 2026. The online application window runs from 18 October 2026 to 7 November 2026, up to 3:30 PM, and the minimum qualification is Madhyamik (10th pass) with shorthand and typing skills. The posts carry Pay Level 9 (Rs. 28,900–74,500), and the examination is tentatively scheduled for December 2026 in Kolkata. Read the notification for eligibility, selection process, pay scale and all other information.

The fee must be paid online, where applicable. The Commission will not entertain requests for fee refunds or adjustment against another examination.

Category-wise distribution of the 266 posts is: Unreserved 131, EWS 27, OBC (Non-Creamy Layer) 19, SC 57, ST 16, Meritorious Sportspersons 5, PwBD (UR) 9 and PwBD (SC) 2. Reservation benefits for EWS, SC, ST and OBC (Non-Creamy Layer) are available only to eligible candidates belonging to West Bengal; candidates of those categories from other states will be considered against unreserved posts.

Candidates must have passed the Madhyamik Examination conducted by the West Bengal Board of Secondary Education or an equivalent examination. Candidates must also possess elementary knowledge of computer operation and English typing speed of 30 words per minute, and shorthand speed of 80 words per minute as prescribed for the Dictation and Transcription paper.

Candidates must have the ability to read, write and speak Bengali. This requirement does not apply to applicants whose mother tongue is Nepali. For candidates whose mother tongue is neither Bengali nor Nepali, knowledge of Bengali will be tested during the computer typing test, and poor performance in this language assessment may lead to cancellation of candidature.

Applicants must be Indian citizens or belong to another nationality declared eligible by the Government of India, subject to the prescribed certificate-of-eligibility requirements.

The prescribed age limit is 18 to 44 years as on 1 January 2025. Age relaxation is available as follows: SC/ST candidates of West Bengal — 5 years; OBC (Non-Creamy Layer) candidates of West Bengal — 3 years; Persons with Benchmark Disabilities — upper age limit relaxable up to 45 years. No category-based age relaxation is available to SC/ST/OBC candidates of other states. The advertisement prescribes no age limit for permanent Schedule B Stenographers, permanent Typists, permanent Steno-Typists and permanent Clerk-cum-Typists serving under the Government of West Bengal, subject to the conditions in the advertisement.

Both Schedule A and Schedule B English Stenographer (Basic Grade) posts carry Pay Level 9 under the WBS (ROPA) Rules, 2019 — Rs. 28,900 to Rs. 74,500. The advertisement specifies the pay level and basic pay range; a separate monthly in-hand salary calculation is not provided in the notification.

  1. Paper I — General English examination.
  2. Paper II — Dictation and Transcription examination (only a limited number of candidates, based on Paper I results, are admitted to Paper II and Paper III).
  3. Paper III — Computer Typing examination.
  4. Final merit list on the combined marks of all three papers, subject to qualifying criteria.
  5. Medical fitness examination and verification of antecedents before appointment.

Paper I is not merely a qualifying screening examination — its marks also contribute to the final merit. The final merit list is prepared using the combined marks in Paper I, Paper II and Paper III.

Category-wise minimum aggregate qualifying marks across the three papers are: UR 40%, EWS 40%, OBC 38%, SC 35%, ST 30%, PwBD 30% and Meritorious Sportspersons 40%. The detailed dictation speed and topic-wise syllabus, paper durations and the separate Scheme and Syllabus are published separately by the Commission — candidates should refer to those before the examination. In case of a tie in aggregate marks, preference is given in this order: higher marks in Dictation and Transcription, higher marks in Computer Typing, higher accuracy marks in the typing paper, higher marks for typing speed, and higher age of the candidate.
